              The objective of this research to develop labor price index, service unit personnel under. The office of the permanent secretary, ministry of public health to measure price changes that affect health service production. There is currently no international definition of a labor price index or international standard for the compilation of such indicators(3). Many countries have created a labor price index by calculating the index and have different names but the main definition is a measure of change in wages. Such as the United States of America, has Employment Cost Index and Thailand by the Bank of Thailand produces Labor Cost Index etc. In this study labor price mean wages returns in the form of money consisting of base salary and other compensation (allowance, benefit/fringe benefit and bonus). Analysis using secondary data. Labor price index of 2015 to 2018 were calculated and labor price index of  2015 was defined as the base year and used in index weight. This study was used Laspeyres method calculating.

              The price index by the results showed that the development of labor price index, personnel under the Office of the Permanent Secretary of the Ministry of Public Health, can be used to measure changes in wage levels at the regional level, hospital level. Personnel type level and professional group level. The result of the labor price index to measure the change of wages. The labor price index has grown from the base year price but the growth trend is decreasing, labor price index and price growth in the year 2016 to 2018 equal to 116 (increase 15.78 %), 136 (increase 35.83%) and 117 (increase 16.53%) respectively. An inflation rate of labor price found that in 2018, negative was at the level of 14.21%, lower than the increase in product and service price levels by measured from the headline inflation of Thailand in 2018 was at 1.1%.

           The labor price index development supported by the appliance of secondary data from the Central Office of the Permanent Secretary, Ministry of Public Health, wherein the price index was calculated  through the Laspeyres method, found that the factors affecting the index change were usage of a fixed base year does not attend to the change of quantity and limitation of the secondary data that needed to be improved and designed to be more accurate in the development of the next phase. It would be beneficial to develop a personal data collection system from the service unit. If an integration of information systems and program design that respond to extensive usage was present, burdens in collecting incomplete individual data would be reduced such as fringe benefit data and can be the matter would be able to be analyzed  larger extensively  in a variety of perspectives to ensure accuracy. As provisions, the results of the study could be further employed as a guide in the development of labor price index,  the integration of the wage management systems, the statistical database design for labor price indexing and  the planning for manpower and compensation in the next phase.
