Development of Competency of Public Health Care Managers for Dependent Elderly in Saraburi Province

Abstract

The purpose of research and development was to development of competency of care manager of public health (CM) for dependent elderly in Saraburi province. Divided into 3 phases: phase 1: developing competency model, with study the components of performance care manager (CM) on 576 committee of the long-term care fund (LTC) in Saraburi province; phase 2: the using of performance development model in 30 CMs; and phase 3: evaluation used of the development model with 25 committee of the LTC fund and stakeholders. The instrument used in the research were; questionnaire of the performance indica-tors of CM have 3 main components and 12 sub-components i.e. (1) elderly care practice has 3 sub-components, (2) management has 4 sub-components, and (3) strategic planning has 5 sub-components. Knowledge assessment form, attitude assessment form, focus group discussion guidelines, interview guide-lines, observation form, and satisfaction assessment form. Research period from January 2017 to June 2018.Data were analyzed by descriptive statistics, the hypothesis test with the second order factorial analysis, T-test and content analysis. The results showed that: 1. The competency indicators of CM all of 3 main components and 12 sub-components, with 86 indicators found that average at the highest level. The results of confirmatory factor analysis of performance indicators of CM is consistent with empirical data . The results of confirmatory factor analysis of performance indicators of CM is consistent with empirical data at Chi-square statistics was 50.56, the degree of freedom was 28, the probability is 0.062, the GFI was 0.986, the adjusted AGFI was 0.961. 2 The comparison of mean on knowledge and attitude of CM, before and after using the performance development model, there was a statistically significant difference at the 0.05 level (p<0.05). 3. Evaluating the use of the performance development model of CM having the main components are: elderly care practices, management, and strategic planning, It can be used efficiency and effectiveness to provide long-term care services for the dependence elderly and the satisfac-tion rating was at a high level (Mean= 4.50).
