Development of the District Health Board Operational process, Na Dun District by participation

Abstract
Introduction : This action research aimed to study the problems and development of driven process for quality-of-life development of Na Dun district health board by participation of Na Dun district, Mahasarakham province. The research was conducted in 2 phases. Phase 1 involved the study of operational problems for Na Dun district health board. Phase 2 involved the development of driven process for quality-of-life development of Na Dun district health board by participation. The research duration was from October 2022 to September 2023. The 50 informants were from the committees and subcommittees of district health board, government representatives in Na Dun district, and health center representatives in Na Dun district. The research instruments were interview form, questionnaire form of participation, UCCARE operational evaluation form. The validity of content was examined by 3 experts. The research was analyzed by descriptive statistics, percentage, mean and standard deviation, for frequency distribution and character description for research samples.
Results : The results showed that 1) For the operational problems, the committee factor showed lack of understanding of the operational process, the financial roles and duties and the efficacy of financial management. The personnel competency development factor showed the uncertainty of personnel development plan and the inconsistency between the activities for personnel development and plan. 2) The model of driven process for quality-of-life development of Na Dun district health board by participation comprised operational drive, personnel competency development, feedback for community and lesson learned. Therefore, the efficient and effective operation of district quality-of-life development should be participated by all sections for driving through the area-based and people-centered principles of “Kon Na Dun Hug Paeng Berng Yaeng Kun”
Conclusion : The model of driven process for district quality-of-life development by participation, the operation of new model showed the success factors; making the understanding and problem-solving participation, which affected the operational motivation for achieving goals.
