Abstract

               The purpose of this study was to develop a process for preparing an action plan for Emerging Infectious Disease 2023-2027. It is a participatory action research conducted in 2 cycles from 27 May to 14 November 2022. The research collected data from focus group discussions. Minutes, content analytics and a survey (draft) of the action plan from 56 relevant agencies. The results showed that the preparation of the plan using a participatory process consisted of 1) Appointing a working group and a group of experts. 2) Reviewing the past plan, analyzing strengths and weaknesses, development opportunities, threats Identify and stakeholders. 3) Brainstorm draft of a framework for strategic issues. Identify co-operators and stakeholders classified by strategic issues 4) To draft an Action Plan 5) Listen to opinions from stakeholders 6) Improve draft of an Action Plan 7) Review draft of an Action Plan the to present to the Cabinet as follows: 5 strategic issues: 1) public health emergency disaster preparedness system; 2) EIDs surveillance, prevention, treatment and control 3) risk communication and public relations system for emerging infectious diseases. 4. Strengthen communities, multi-sector and private sector participation and networking International, Regional and Global Collaboration. 5. Research, Development and Knowledge Management. Opinion poll results of Draft Action Plan found that more than 85 percent agreed that the vision, goals, indicators and strategic issues is appropriate. Through the participation process is important for the preparation of the Action plan, which requires the cooperation of all sectors in preparing, preventing and solving problems in order to cope with the emerging infectious disease situation that will occur in the future. more efficiently.
