A Comparative Study on Factors of Disease Control Officers in Certified District Health System/Disease Control - การเปรียบเทียบปัจจัยของผู้ปฏิบัติงานควบคุมโรค ในระดับอำเภอทีผ่านเกณฑ์ประเมิน อำเภอควบคุมโรคเข้มแข็งแบบยั่งยืน

Abstract

         District health system/disease control (DHS/DC) was a project lunched in 2011 to strengthen disease surveillance, prevention and control at district level. However, only 8.20% of all districts were certified in 2012 – 2013. The objective of this study was to compare the personnel factors associated with
the outcome of the certification among 2014 DHS/DC applicants nationwide. It was conducted as a cross sectional survey using a set of self-administered questionnaires which collected data on general infomation, knowledge, attitude, practice, support gain, and recommendations. Certification data were collected by assessment teams from offices of disease prevention and control. It was found that there were responses from 182 districts in 66 provinces, and that 74.73% of them were certified as DHS/DC. Attitude and
practice of personnel were significantly different between the certified and non-certified districts (p<0.05). Sufficient workforce and budget were also different between the 2 district groups (p<0.05). The mean attitude to DHS/DC was different between the district officers with different level of practice (p<0.05). Thus, promotion of positive attitude toward DHS/DC would improve the level of practice; and sufficient workforce and budget would lead to better outcomes of the DHS/DC certification.
