Abstract
The emergency medical service system through the collaboration between public, private and local administrative sectors of Khon Kaen province in 1994 - 2006. Stufflebeamีs CIPP model was applied. Projectีs document including report and research publications was reviewed. The analysis was performed by content analysis. The findings were described and presented in frequencies and percentages. The results revealed that the Khon Kaen Regional Hospital was a main organization to develop emergency medical care service (EMS) which was structured into 3 levels, namely, 1) provincial EMS network, 2) Sub-district (Tambon) EMS network and 3) community EMS network. The collaboration was performed via Communicating Command Center. The activities were driven according to 5 operating strategies. In 2006, there were 43 registered provincial EMS units, 63 Tambon registered EMS units and 67 EMS communities. 1,979 personnel were trained on EMS. The achievement of EMS operations indicated that the EMS units had provided EMS 27,006 times. It was reported that 98.7 percent of the total calls, the ambulance car could depart within 1 minute after being called and 68.9 percent had departure time < 10 minutes. In addition, 55.7 percent had been called via 1669. Each EMS units had been audited in terms of correctness, transparency as well as being supervised and monitored according to a developed standard guideline.
