Abstract

Abstract

               The objectives of this research article have been 1) to study the level of participation of personnel in the preparation of the strategic plan of the Praboromarajchanok Institute, 2) to study the factors affecting the participation of personnel in the preparation of the strategic plan of the Praboromarajchanok Institute, 3) to serve as a guideline for promoting the participation of personnel in preparing the strategic plan of the Praboromarajchanok Institute. The sample group consisted of 176 people of Praboromarajchanok Institute. The data were collected by using a questionnaire. Descriptive statistics including percentage, mean, standard deviation and Pearson's correlation coefficient. The findings were as follows: 

  1. The level of participation of personnel in the preparation of the strategic plan of the Praboromarajchanok Institute overall was at a moderate level. When considering each aspect, it was found that participation in practice has the highest average, followed by participation in benefits, participation in evaluation and participation in decision making.
  2. The factors related to the participation of personnel in preparing the strategic plan of the Praboromarajchanok Institute include:

                   2.1 The factors in knowledge and understanding regarding strategic planning have an effect on participation in decision the practical aspect benefits and evaluation statistically significant at the 0.05 level. .

                   2.2 The attitude factors are affected to participation in decision. Practical aspect the benefits factor was statistically significant at the 0.05 level, while the attitude factor was not related to participation in the evaluation.

                   2.3 The environmental factors in organizations are affected to participation in decision making. Practical aspect Benefits and evaluation statistically significant at the 0.05 level.

  1. The guidelines for promoting personnel participation in strategic planning include: regarding to attitude toward how to promote staff’s participation for providing a guideline on promotion of the strategic plan suggest that (1) the giving importance and creating opportunities for participation of personnel at all levels, (2) the supporting development of personnel at all levels to continually gain knowledge and understanding in the preparation of strategic plans continually, (3) the incentives for concrete participation, and (4) the development of organizational management and communication systems by information technology.
