The Development and Evaluation of a Curriculum of NCD Prevention and Controlling for Local Leaders

Abstract

This research and development study aimed to develop and evaluate the effectiveness of a curriculum of NCD prevention and controlling for local leaders. The study was conducted between April 2021 and April 2023 and comprised 3 phases as follows, Phase 1, Reviewing and planning; by studying documents, textbooks and related research and collecting Quantitative data from 62 personnel involved in NCD prevention and control under the Department of Local Administration. Phase 2, Developing the curriculum; by focusing group discussion with 20 academic experts, including academic specialists, practitioners in the field of NCD prevention and control practices, curriculum development, and relevant personnel to determine the content framework, training management details, and curriculum evaluation methods, and other stakeholders. Phase 3, Curriculum Implementation and Evaluation; the curriculum was piloted by organizing online training and evaluating the curriculum in a group of 30 directors or leaders in non-communicable disease prevention and control in the Department of Local Administration, along with in-depth interviews with 7 administrators, mentor teachers, and trainees, and group discussions with 20 experts. in this phase all of the data was analyzed using descriptive statistics and component analysis.

The results of the study found that the participants were satisfied with the curriculum at a high level or above of 83.33 percent, and the knowledge, understanding, and application were at a high level or above of 71.4-100 percent. The advantage was that the training videos were recorded and published on YouTube, allowing them to study topics of interest later. Recommendations included organizing on-site training, developing an e-learning system, creating concise video teaching media, and integrating some topics with the training curriculum for local administrators of the Ministry of Interior. Policy recommendations for sustainability include establishing an MOU between the Ministry of Interior and the Ministry of Public Health, setting joint indicators, promoting it to be part of the Local Performance Assessment (LPA), and promoting the integration of cooperation between local areas and sub-district health promotion hospitals, focusing on citizen-centered approaches, including promoting the participation of village health volunteers and the community members.
