Process Evaluation of the Knowledge Transfer Training Program in the National Herb Expo, Department of Thai Traditional and Alternative Medicine, Fiscal Years B.E. 2564 – 2568: Policy Recommendations.

Abstract

This multiphase mixed-methods study aimed to evaluate the knowledge-transfer training process at the National Herb Expo and synthesize a preferred five-year future with policy recommendations. Phase 1 included a survey of 400 participants, 19 in-depth interviews, and focus group discussions with 30 participants. Data were analyzed using descriptive and inferential statistics and content analysis. Phase 2 employed three rounds of Ethnographic Delphi Futures Research (EDFR) with 21 experts. Medians, interquartile ranges, and an importance–feasibility matrix were used for analysis.

Participants reported high overall satisfaction (mean 4.50, SD 0.34). Instructors received the highest mean score (4.53), whereas instructional activity design received the lowest (4.42). Satisfaction did not differ significantly by sex (p = 0.869) or occupation (p = 0.103). Qualitative findings highlighted the need for more practice-based activities, learner segmentation, and continuous learning beyond the event. The EDFR process generated 47 statements across six dimensions, of which 43 (91.5%) received high or very high support. The policy and funding support dimension received the strongest support. The importance–feasibility matrix identified 19 priority actions, seven strategic investments, 13 system-enhancing measures, and eight issues requiring piloting or further evidence, leading to seven policy recommendations. The findings suggest that the National Herb Expo should evolve from a time-limited event into a continuous learning ecosystem integrating evidence-based curricula, blended and experiential learning, digital support, enabling governance, and outcome evaluation. The proposed measures should be piloted and evaluated before nationwide implementation.
