A RESEARCH STUDY OF STRATEGY FOR THE 20-YEAR DEVELOPMENT OF HEALTH SERVICE SYSTEM IN THAILAND (YEAR 2018-2037)

Abstract

This research was aimed at analyzing , designing , and formulating strategies for developing the health service and support system in Thailand. Two factors which influenced this system were the Thailand 4.0 Policy and the Thailand Vision. First of all the Thailand 4.0 Policy was designed to promote the use of digital technology in order to improve the efficiency , convenience , and accessibility of the Government Office System. Second, the Thailand Vision was created to improve Thai people life style as well as the Thailand economy. It was aimed at creating a new developed country which comprised of wealthy , healthy as well as improving the life span of the Thai people. The methodology was the Ethnography Research which was started to study in the early of December 2016. Researchers studied the 7 issues such as the Thailand 4.0 Policy, the 20-year Thailand Strategy (Year 2017-2036), the 12th National Social and Economy Development Plan, the 20-Year Thailand Strategy for Ministry of Public Health (MOPH), the MOPH.4.0, the 10-Year HSS Strategy Framework, and the HSS.4.0 for finding out the influential factors. Next , the Planning Division which was an organization in the Health Service and Support Department (HSS) set up a meeting with 7 organizations necessary to brainstorm and share their opinions in these matters. In order there were 2 meetings set up one with stakeholders and the other with the administrators of the highest level of the HSS department in May 2017. One year later there were 2 meetings set up again one with the Planning staffs of all organizations of the HSS department to follow up and share opinions in the draft strategies and the other with all staffs of the HSS department to acknowledge these strategies in August and September 2018.

The results were appropriated in the same way as of the National strategies i.e. separated into 4 phases each having 5 years per phase. Unfortunately the yearly budgeting of Thailand was set for one year only. This was the main reason why operating long term policies and strategies is a problem in Thailand. Therefore the strategies were set for the first one-year plan and implemented based on their Quick return. In addition there was a 5-year plan and a 20-year plan focusing on overall goals. The HSS Vision was to become the main organization in Thailand promoting and supporting quality services of the health service system. Additionally it was also designed at creating health awareness amongst people in the private sector as well as in the public sector. The 3 main strategies adapted were 1) Developing the appropriate action to supervise, control and monitor the implementation and operation of the health care service, 2) Developing and creating awareness in the private and public sectors, 3) Managing and budgeting resources so that they were implemented in an efficient earner.

The conclusion of this research was to suggest the better way to implement with the long term strategies which all staffs of their organization acknowledged these matters. It was also better to advocate in an important policy. In addition they were worth to supervise , control , monitor , and evaluate and to be good to adapt in Situation change.
