STUDYING ON READINESS OF HEALTH SERVICE SUPPORT SYSTEMFOR ASEAN PUBLIC HEALTH IN SPECIAL ECONOMIC ZONE IN THAILAND, 2016

Abstract

This research was mixed method between survey research and qualitative research which had 3 objectives. First of all, to study on realizing degree in Special Economic Zone, opinion about health situation among frontier of Thailand in the present and future expectation of personnel operating health service process in Special Economic Zone. Second, to know the important degree of Department of Health Service Support task (classify by group task) which affected personnel health service working in Special Economic Zone. Third, to study about problem, barrier, and the way to solve health service support system of personnel. Population in this research was personnel of health service division who working in the area of Special Economic Zone; 5 Provinces which was Trat, Tak, Mukdahan, Songkhla, and Sa Kaeo. Sample group in this research was total 261 people from 5 provinces. Tools that use in this research could divide into 2 types; (1) tool for analyzing quantitative data was questionnaire (2) tool for analyzing qualitative data was open-ended question and there were many ways of conducting data are interview, focus group, and observing activities.

The result from the first objective found that the mean of awareness in Special Economic Zone had no different within 5 provinces. Personnel in public health in Special Economic Zone had very good knowledge on public health. Personnel in Tak had the highest mean of awareness in Special Economic Zone. For important level of operation and expectation in future operating of health service support system, overall consideration in 5 provinces found that passing on patient had the highest mean in each section and communicating disease had the lowest mean in each section. In second objective, important level for Department of Health Service Support’s mission, was classified by working group’s mission, affected working of personnel in health service unit. In Special Economic Zone found that the groups, which had duty or significance for operating the highest public health service in the area, were Strategy and Planing Devision and health for people at Trat and Tak, regional group (12 zone of Health Service Support Department) at Songkhla and Sa Kaeo and special group at Mukdahan. Lastly, the result of last objective was problem and obstacle to operate health service system which were the number of personnel was not match with amounts of works, team was lacking of ability to work, and lacking of good attitude towards foreigner in term of no ability to communicate in ASEAN languages and no will to work. Thus, there are ways to solve health service system which are expand number of people in each framework within Special Economic Zone, develop leadership and of team for providing service to foreigner, promote staff to know more other languages, specify way to promote in job, edit border law to be special route, and support sufficient vehicle in health service unit.
