Abstract

Abstract

            The level of executives’ participation in strategic planning of the 12th Health Region has 4 main objectives which are
1) to study personal factors, understanding,  participation attitude, and organizational behavior towards participation and participation level of executives in the making of strategic planning of the 12th health zone 2) to study and compare personal factors with administrators' participation in strategic planning for the 12th health zone; 3) to study the relationship between knowledge and understanding Attitudes towards participation and organizational behavior toward participation and executive participation in strategic planning, health zone 12 and 4) to suggest ways to promote the participation of people. manage in the formulation of the strategic plan, the 12th health zone Population and samples used in the research There were 40 executives of the 12th health district, representing 89.0 percent. The researcher collected data using a questionnaire to collect data.
The statistics used to analyze the data were descriptive statistics consisting of frequency, percentage, mean and standard deviation. Inferential statistics consisted of T-test and Pearson's correlation coefficient. The statistical significance was set at the 0.05 level.

The study found that
          1. Personal factors of 40 executives, most of them were male. 65.0% over 51 years old. 65.0% graduated with a master's degree. 67.5% holding a position of the executives, almost half were deputy directors. 42.5 percent were directors of hospital centers/general hospitals. 22.5 percent were provincial physicians. and 7.5 percent was in position for less than 1 year. 52.5%, almost all executives have received training on strategic planning.
          2. The executives have opinions about the knowledge and understanding of the overall strategic plan preparation were at a high level in all aspects, sorted from the highest to the lowest, namely vision setting; Assessment Planning and operation Attitudes towards participation in the preparation of strategic plans Overall, it was at a high level in all aspects. In descending order of averages: aspects that benefit the organization Benefits to subordinates and benefits to the results of work Organizational behavior towards participation in strategic plan preparation at a high level in every aspect In order of average from most to least, i.e. personal level organization level and group level Participation in the preparation of the strategic plan for the 12th health zone was at a high level in 3 aspects: Participation in the operation Participation in the evaluation and participation in decision-making at a moderate level, 1 aspect is participation in planning with an average of 3.34
         3. Executives with gender, age, level of education Term of office and administrative positions Participation in making strategic plans was not different at the 0.05 level.
         4. Knowledge and understanding of strategic planning There was a positive correlation with the executives' participation in the preparation of strategic plans for the 12th health zone at a statistical significance level of 0.05.
         5. The attitude towards the participation and executive participation in the preparation of the strategic plan of the 12th health region had no relationship with the participation of administrators in the preparation of the strategic plan of the 12th health region at the 0.05 level.
         6. The organizational behavior towards the participation and executive participation in the strategic plan preparation of the 12th health region had a positive correlation with the executive participation in the strategic plan preparation of the health area. The 12th was statistically significant at the 0.05 level.

         Guidelines for promoting executive participation in the preparation of strategic plans Health District 12 understanding should be created about the preparation of strategic plans for executives and subordinates who are involved in the preparation of strategic plans as well as pointing out the importance of participating in the preparation of strategic plans through organizing meetings, seminars, work manuals Informal meetings, communication, bottom-up. or public relations, etc.
