The efficiency of the operation of primary health service of Subdistrict Health Promotion Hospital after the transfer of the mission to the Provincial Administrative Organization in Maha Sarakham Province

Abstract

Abstract

            The mission transfer is a change that may affect the public health service. The research aims to study and compare the performance of Subdistrict Health Promotion Hospitals before and after the transfer of missions to the Provincial Administrative Organization. It analyzed data back in 2565-2566.
and stored data in provincial database systems in indicators of primary service covering 5 age groups according to primary health service criteria. The sample group conducted a multi-stage randomization with 1 mission transfer area, 1 non-mission transfer area, 2 partial mission transfer areas, including 76 Subdistrict Health Promotion Hospitals, analyzing data by descriptive statistics and Inferential statistics.
It was found that the overall year 2566, after the mission transfer, the Subdistrict Health Promotion Hospitals averaged percentage of the 5 age groups, decreasing from 2565 before the mission transfer statistically. In the mission transfer group and non-transfer group, it was found that there was no difference in performance, but in 2566. The non-mission transfer group had statistically significantly higher performance than the mission transfer group. The mission transfer district found that the year 2566 after the transfer of the mission had a statistically significant decrease from the year 2565 before the transfer of the mission. For districts that do not transfer all missions, it was found that in 2566, the performance increased statistically significantly. The district with some mission transfers has no difference in performance in 2566 after the transfer. The district that transferred all missions and the district that did not transferred all missions had a statistically significant performance in 2566, higher than the district that transferred some missions. Research Recommendations (1) Provincial Administrative Organization must accelerate the increase of manpower, budget and materials to provide more primary health services. (2) Area Health Committee must accelerate monitoring and evaluating the impact of primary health services on people after mission transfer using provincial databases to resolve problems in a timely manner.
