บทคัดย่อ

Abstract

            This research raises the level of ownership of medical and public health emergency management of the Emergency Response Operations Center of the Maha Sarakham Provincial Public Health Office. Action research based on the concept of Kemmis & McTagart (1988). Using participatory action research. The population is personnel according to the order appointing the Maha Sarakham Provincial Public Health Office EOC Committee for the year 2023. Specific selection of 147 people. Conducted in January 2023-June 2024. With the objective of 1. Study the context of the public health emergency management system and develop an incident command system. To be able to manage and operate with maximum efficiency 2. To allow the mission box to own operations in the development of provincial public health emergency response operations centers. To lead to the success of operations 3. To develop personnel potential according to the incident command system structure and evaluate ownership patterns. By collecting information on operational processes from EOC meetings. Orders from meetings and orders via LINE, recording meeting minutes incident reporting lesson learned and basic data collection form according to the EOC Assessment tool of the Department of Disease Control. Data were analyzed using descriptive statistics and content analysis. The results of the study found that a process has emerged to raise the level of ownership of medical and public health emergency management of the Emergency Response Operations Center of the Maha Sarakham Provincial Public Health Office, a total of 10 activities including: 1) Clearly define the roles and responsibilities of the mission box according to EOC orders 2) Risk assessment and analysis of obstacles to EOC operations 3) Develop personnel potential in preparing various action plans and set resource mapping together 4) Every Mission Box Prepare operational process flowcharts or standard operation procedures (SOPs) 5) Meeting to follow up on the operations of the mission box according to the EOC Assessment tool 6) Collecting information on operational processes 7) Preparing action plans including AHP, HSP, BCP and SOPs to be consistent with operations 8) Training Disaster response plan and create an Incident Action plan (IAP) 9) Observe and analyze EOC operational data, noting the participation of every mission box and evaluate the results of operations 10) extract lessons, reflect on problems and obstacles and organize a forum to exchange knowledge Return data to every mission box. To reflect the factors of success. From the process of all 10 activities, it was found that the Maha Sarakham Provincial Public Health Office There are operational results that can be used effectively and are evident (green), increasing from the original year 2022-2024 by 58.11, 82.43 and 86.49 percent respectively. An action plan and operational guidelines were created, including AHP, HSP, BCP, and SOPs. There was a greater linkage of work processes between mission boxes according to the ICS chart, and 3 clear success factors were found after operations.
