Abstract

            This research raises the level of ownership of medical and public health emergency management of the Emergency Response Operations Center of the Maha Sarakham Provincial Public Health Office. Action research based on the concept of Kemmis & McTagart (1988). Using participatory action research. The population is personnel according to the order appointing the Maha Sarakham Provincial Public Health Office EOC Committee for the year 2023. Specific selection of 147 people. Conducted in January 2023-June 2024. With the objective of 1. Study the context of the public health emergency management system and develop an incident command system. To be able to manage and operate with maximum efficiency 2. To allow the mission box to own operations in the development of provincial public health emergency response operations centers. To lead to the success of operations 3. To develop personnel potential according to the incident command system structure and evaluate ownership patterns. By collecting information on operational processes from EOC meetings. Orders from meetings and orders via LINE, recording meeting minutes incident reporting lesson learned and basic data collection form according to the EOC Assessment tool of the Department of Disease Control. Data were analyzed using descriptive statistics and content analysis.
