Curriculum Development for an Executive Training Program for Administrators of the Ministry of Public Health

This research and development (R & D) process study was conducted to develop and evaluate the curriculum for a proposed new executive training program for first-line, middle-level, and higher-level administrators of the Ministry of Public Health. The study was comprised of three phases. The first phase, the need assessment questionnaire and PNImodified data analysis was used to define and address the essential administrative competences of 285 first-line, 265 middle-level, and 52 higher-level training-prepared administrators (R1). The curriculum was developed and the consistency of its components was validated by the experts (D1). The second phase involved quality assessment of the proposed executive competence training programs. The online meeting was conducted with each group of first-line and middle-level program managers, 7 each, and the face -to-face meeting with 5 higher-level program managers (R2). Afterwards, the proposal program was improved (D2). The third phase was a program quality re-assessment to determine its consistency by the 12 human resource development executives (R3). The face to face and online meeting was conducted and final drafting of the new program (D3). The content analysis was used to analyze the R2 and R3 study data. Results: three major findings discovered were 1) the executive competence training programs was proposed, 2) the program managers confirmed that the program was suitable, feasible, consistent, beneficial and accurate to be implemented and 3) the new program was approved by the HRD executives to be launched as it met the national HRD policies. Based on the study, the four major components of the program were 1) the background and rationale 2) its objectives related to the executives’ levels 3) the curriculum and 4) the assessment and evaluation. The program structure was comprised of three major core courses including the leadership, administration and strategic courses, and an extra-curricular course. The quality of the program based on its structural consistency was met. The research findings suggest that the proposed new executive training program is well-developed and can be further used as the master program of a training course for the development of executive competency.
