Human Resources for Health Challenges of Health Care System Transformation in Health Regional 6: Situation Analysis

Human resources are one of the most important components determining performance of health care system. This study aimed to assess the situation and policy of human resource development in health care system and explored the role of those involved in the development of health personnel in the 6 Public Health Regional. The study samples were 24 human resource development manager (CHRO) and provincial human resource (HR) development personnel. It was conducted as a survey using in-depth interview. A questionnaire was developed for structured interviews or guided interviews. It was found that the number of healthcare professionals in the sixth health regional was lacking, particularly Thai traditional medicine (46.23% of total demand), physiotherapist and rehabilitation medicine (39.19%), medical radiation (35.62%), and professional nurses (22.92%). The human resource development programs for 2017 covered less than 50% in some health professions including special educational specialists (12.50% ), medical radiation officers (29.21%), public health officers (35.55%), medical scientists (39.62%), cardiothoracic technologists (40.0%), pharmaceutical officers (44.19%), dentists (45.26%), physiotherapist (45.81%) and medical technician (46.20%). Based on the analysis, a human resource mechanism was developed which was comprised of the assignment of roles and responsibilities of health personnel involving in human resource development. The Human Resource Operation Program (HROPS) was used to correct personnel data. Strategic plan was devloped in collaboration with educational institutions and regional technical excellence hospitals to facilitate and develop training curriculums for human resource development in the region.
