Improvement of Medical Inventory Management System Under “Single Archive” Approach in Petchaburi Province - การดำเนินการพัฒนาระบบบริหารเวชภัณฑ์ ภายใต้แนวคิด “คลังเดียว ราคาเดียว” จังหวัดเพชรบุรี
Abstract
The “Single archive” system is developed and evaluated. The objective of this study was to improve the medical inventory management system of healthcare facilities in Petchaburi province. This will solve problems in management process. The concept of “Single archive” in Petchaburi province is to reduce the number of stocks, pricing of drugs and medical supplies to minimum while maintaining the pharmaceutical quality standards and reasonable prices. The logistics management is applied to make the pharmaceutical administration into one unit, including procurement, storage and disbursement. Single archive helps controlling
and managing the storage and inventory more efficiently. The operating efficiency of pharmaceutical development has been set; the standard in the assessment, test and improvement in the evaluation criteria. The board set the standard in an administration of pharmaceutical and medical supplies to evaluate the integrated personnel management for drugs which can be divided into 8 categories, medication management, personnel issues, medical procurement system, inventory, disbursement system, logistic, computerized management application and reports. The first assessment using “single achieve” appraoch was in January, 2013 in 8 hospitals conducted by the pharmaceutical management development framework for the operation by using the budget from the Office of Public Sector Development Commission. The second assessment after implementing Single achieve was held in July 2013. The evaluation criteria of the medical service management system was developed on the basis of the standards setup by 8 categories. All service centers presented better standard scores. In the whole province, the average rate including all services centers score increased from 30.1 points (66.8%) to 40.3 points (89.7%). In the evaluation, there are 4 services centers scored as very good (over 90%) and 4 as good (80-90%). The concept of “single archive” is shown to improve the operations such as reorganization of
location, storage equipment. Comprehensive state hospital regulatory, standard evaluation guideline and joint procurement process, human resource development and work designation to specific person will lessen the
workload, medical transfer within hospital network in order to control the disbursement and to reduce the leakage of risk drug to prohibit corruption.
