Development of a Learning Organization Model for District Health Promoting Hospitals under Saraburi Provincial Public Health Office - การพัฒนารูปแบบองค์กรแห่งการเรียนรู้สำหรับ โรงพยาบาลส่งเสริมสุขภาพตำบล ในสังกัดสำนักงานสาธารณสุขจังหวัดสระบุรี
Abstract
The objectives of this study were to identify the components and process required in developing district health promoting hospitals in Saraburi Province and to develope a learning organization model for district health promoting hospitals in the Province. It was conducted by using both qualitative and quantitative research approaches. During phase1, questionnaires were used to obtain opinions towards the idea of promoting the district health promoting hospitals in Saraburi as a learning organization as well as to assess both internal and external factors affecting the operation in the hospitals. During phase2, a learning organization model was developed by acquiring interview responses and group discussions among professionals on the context interlinked with the questionnaires in the phase 1 to assess the model quality and the possibility in adopting it to district health promoting hospitals in Saraburi Province. It was found that there
were 30 components in developing the learning organization in district health promoting hospitals in Saraburi Province; and folloowed 5 development aspects which included (1) the awareness on the need for learning, (2) creating participation in the organization, (3) planning on organization development, (4) implementing the organizational development program, and (5) evaluation (Mean = 4.32, SD = 0.92). For the phase 2, it was agreed that the learning organization model of district health promoting hospitals in
Saraburi Province could be established by following the aforementioned 5 steps and covering the 30 components. Facilitating factors included the capable personnel with specific specialty, availability of upto- date information technology system, fanancial support from local administrative organization, and formation of nechnical network among government, private, and public sectors. Meanwhile, the criteria for the success included the readiness of personnel in learning for self development, the support from topmanagement- level administrators, and the participation of personnel in the organization. The model was found to be very suitable (Mean = 4.11, SD = 0.71) and highly feasible (Mean = 3.79, SD = 0.78).
