A SYNTHESIS OF A MODEL FOR IMPROVING PEOPLE’S QUALITY OF LIFE AT THE AREA LEVEL TO PROPOSE AS A POLICY FOR IMPLEMENTTATION

Abstract

The objectives of this research were to study the background of the problems, processes, achievements, the expansion of results derived from the development of quality of life at the area level and to present a model for improving people’s quality of life at the areal level to propose as a policy into implementation by using a participatory action research model. The group of key informants consisted of committees for improving the quality of life at district level, sub-district level, public sectors, community leaders, public health volunteers, and the general people with a total of 95 subjects were selected, conducted between October, 2021 to March, 2022. Using observations, in-depth interviews and group discussions for data collection. The qualitative data were analyzed by content analysis, interpretation and conclusion. The research findings found that the acquisition of problems that lead to the improvement of the quality of life at the area level must be the information obtained from the survey of households to form a development plan that meets the needs of the people. The development process must create participation at the level of individuals, households, groups of people and related agencies with local government organizations in the area as the core of development. The success obtained from the development process made people think, act, understand their own problems and the community, solve problems by themselves. The expansion of development results focuses on expanding results to cover all households in the area first. The proposed model is an implementation policy to improve the quality of life at the areal level, the role of the district quality of life development committee (DDC) must be adjusted from a practitioner to a policy maker, considering plans at the area level, academic support, supervision, monitoring and evaluation. There must be a committee to improve the quality of life at the area or sub-district level (SDC) in a concrete manner with local government organizations in the area as the core of development by creating participation of people in the area and related agencies seriously and continuously. There should organize a forum to exchange knowledge of people in the community with relevant agencies, adjust the concept, method of development, and the success of the operation to lead to further expansion in other areas.
