Abstract

This research aimed to study the proactive management process of village health volunteers and propose guidelines for developing the proactive management process of village health volunteers to be more effective. It was mixed method research conducted between October 2023 and September 2024. The quantitative study used a questionnaire of public health officers from the provincial public health offices in every province. The qualitative study area was selected by multi-stage sampling using semi-structured interviews. Data related to the study issues were collected from the performance of village health volunteers via the “Smart Aor Sor Mor” application, the annual performance report for 2023, the public health operations exchange meeting, and the collection of quantitative and qualitative data, understanding, and grouping data according to the specified conceptual framework. The data was analyzed through content analysis, connections, and causality of the data.

 The results of the study found that the most proactive promotion and support process for village health volunteers was carried out by the provincial public health offices, VHV, issuing an order assigning village health volunteers to be entitled to receive the full amount of compensation specified by the Ministry of Public Health in 74 provinces (97.37 percent), followed by verification and certification of the performance of VHV in 73 provinces (95.83 percent), preparation of plans to promote the potential and increase knowledge of VHV, and solution to manage problems and obstacles in cases of incomplete compensation or unsuccessful compensation transfers in 71 provinces (93.42 percent), establishment of committees to promote and support village health volunteers at the provincial level in 67 provinces (88.18 percent), with the committees holding continuous meetings in 43 provinces (64.13 percent), preparation of plans to monitor and follow up on knowledge enhancement and performance of VHV in 69 provinces (90.79 percent), and solution to manage problems and obstacles. Complaints about the disbursement of sick leave in 63 provinces (82.89 percent) respectively, and the performance of proactive VHV in the 4 study provinces, found that VHV reported their performance via the “Smart Aor Sor Mor” application in reporting performance results according to (Aor Sor Mor .1 Form) September 2024, totaling 77,754 people (97.62 percent) and reporting on the health screening of the elderly, totaling 66,658 people (83.69 percent), along with marking vulnerable groups using the “Pon Phai” application in every sub-district (453 sub-districts). From the performance results of VHV, relevant agencies can analyze the data and use it for health monitoring and warning.

Recommendations for development 1) The information system related to VHV performance should be developed using the VHV registration database of the Department of Health Service Support, and 2) Promote and support the provincial public health office to use the solution of the provincial-level village health volunteer promotion and support committee to manage proactive VHV effectively. 3) The District Public Health Office bring the data on the performance of the proactive village health volunteers, linking the health issues of the District Quality of Life Development Committee (PHC) to integrate cooperation with relevant agencies to support and promote the development of the potential of village health volunteers to solve health problems in the area.
