การปฏิรูปด้านบำบัดฟื้นฟูยาเสพติด แนวทางที่เหมาะสมสำหรับกระทรวงสาธารณสุข

Abstract

The objectives of this study were to 1) study review document appropriate approaches to drug rehabilitationof MinistryofPublic Health, 2) studyof the rehabilitationservices’ distributionof the Ministry of Public Health, 3) to be a policy proposal in drug reforms rehabilitation treatment system of the Ministry of Public Health.

This study has the way as how to research analysis and synthesis of information from
documents (Documentary Research), educational process: 1) a review of relevant documents in
both English and Thailand at the global policy level, both successful and failed form Republica
Portuguesa CzechRepublic and Netherlands with Multidisciplinary selected data, analytical dataTo
the conclusion, and observations 2) synthesis comparison the service for Improving the propose of
appropriate guidelines for the reform of drug rehabilitation for the Ministry of Public Health.

The study indicated that

1. Cause of the drug problems in Thailand is the key issues include the attitudes of officials and people in society towards drugs, effective treatment, rehabilitation, and reintegration effective law enforcementand legal drugs. Includingappropriateindicators reflect the processof suppression, prevention, and rehabilitation. There are policy proposals to adjust the drug system in Thailand.

2. Problems for the Ministry of Public Health In preparation for the treatment of drug rehabilitation system of the Ministry of Health, including the departments responsible in the administrativeand operational levels, thenumberof personnel withexpertisein drug rehabilitation, the rehabilitation’s process; (search, screening, rehabilitation, follow-up, and rehabilitation) and harm reduction on the public relation broadcast system in Drug Database in Thailand on rehabilitation. The problem was gathering and solved to be the proposal for drug rehabilitation reforms guidelines of the Ministry of Public Health.

3. The proposal for the Ministry of Health, setting on the department’s structure on ministry level, the Office of the Permanent Secretary for the Ministry of Public Health serves as the secretariatof the National Committeeon Drug Abuse Treatment and Rehabilitation. The draft Code of drugs B.E. 2018 and setting the standard for patient rehabilitation, drug treatment and forced captivity in a voluntary system includes an extension mechanism in the future, Service Plan Drug Abuse Mechanism “Development of quality of life at the district level” in driving the search and tracking system for drug addicts on primary care physician. The development of the drug database of drug rehabilitation in the country, Thailand’s drug addicts integrate every ministry to find innovative forms of drug trafficking throughout the ages.
