Abstract

The Ministry of Public Health did the Service Plan in five years aiming at the important strategy, the Development in Primary Care System. The objective of this study was to analyze the environmental factors and impose the propelling mechanism, the movement processes, directions and tendencies of the Development of the Service Plan in Primary Care. The analysis of the concerning content used the management of strategic framework divided into 3 steps: 1. Strategic Analysis 2. Strategic Choice 3. Strategic Implementation, and fulfilled with quality methods from focus group interviews. The result of the studies exposed that the Development of the Service Plan in Primary Care gained prominent point in integration of system thinking emphasizing the connection with every network associate to create the ownership and participate in the management. It also expected the strength of the Primary Health Care Service that would be the service units the citizens felt confident and accepted the service whilst having the creation in learning process and working conforming to the context of the different areas in each health region. Nevertheless, there were limitations in practice, the issue of vagueness of the period of time frame leading to the lack of the continuation and the inadequacy in the number of the personnel, various policies from several sectors to Primary Health Care Service Unit and sets of regulations discommoding to the proactive work. Suggestions are having supporting system in working of each network associate to develop Primary Health Care Service substantially and continually in manpower, knowledge, tools supporting to the proactive work, determining working structures enabling to blend every task in each area and the reinforcement of the strength of each sector to sustainably develop of the health system.
