A Study on situation and factors affected decentralization to Local Governments of the Food and Drug Administration

Abstract

analyzed together with qualitative research by focus group discussion from specific target groups that conducted between October 2016 and August 2018.This study has the purpose as follows 1) To know the situation of the operation of the local governments according to the mission that has been decentralized by the Food and Drug Administration. 2) Find the relationship of factors affecting the operation of the Local Governments according to the mission that has been decentralized by the Food and Drug Administration. Which will be a guideline for decentralization to the Local Governments of the Food and Drug Administration, collecting survey data from questionnaires and representatives of Local Governments throughout the country 823 respondents returned questionnaires, collecting qualitative data by group discussions, 2 times, 3 groups, analyzed descriptive data by frequency distribution percentage and analyze the relationship using analytical statistics (Chi-square). Qualitative data analysis by content analysis.

The study results indicated that Local Governments has complied with the objective that has been decentralized from the Food and Drug Administration in 4 missions. In the 4th mission is to have inspection, control of health products in sales area. They still don’t perform much especially on the legal prosecution and the implementation by the officers. Due to lack of knowledge and skills the analysis of relates function found that the budget, executive policy and working group who are responsible for consumer protection in health products are related to the operation of consumer protection in health products at the level of significance less than 0.05 (p <0.05) and from the group discussion and all mentioned factors are important to the operation of consumer protection in health products. In addition, there are more important matters are found. 1) Lack of knowledge 2) The form of media and language used in communication 3) The setup of the decentralization mission of the Food and Drug Administration as the enforce law. However, action plan defining the process of decentralization to Local Governments (3rd issue). (2) Training to educate consumers about health product protection to local authorities. (3) Preparation of manual for the protection of consumers in health products for government agencies (4) Coordinating with the Department of Local Administration Ministry of Ministry of interior by pushing towards the policy on the operation of consumer protection products in the regional and local health products (5) Establishment of standards for the practice of consumer protection for health products for Local Governments.
