Abstract

The purpose of this research is to portray the practice of National Strategy to adapt Potential level of Health Services based on the sampling of 12 regions. There are 101 units in these regions, which are prompt to submit the leveraging request form. This study is classified as Quality research, since it consists of the narrative facts and the process of study and the analysis of document research deriving from National Strategy 20 years (2017-2036), National Health Policies, and the concept of leveraging the effectiveness of Health Services. The methods of information collection are (1) the evaluation forms to test the alignment with National Strategy (2) the evaluation form to establish and leverage Health services, which is required at least 80% to meet the standard. As a result, we found that

1. An important tool of the government to manage the country is Policy. Adapted Potential Level is the strategic policy of the fiscal year end of 2019, which is used to shape all areas to the same direction, and it is all aligned with National Policy, stated as below; According to the correlation, it complies with 20-year National Strategic Plan, Section 4 Create. Opportunities to build and maintain social status, Plan 6 The development of Health Service in order to build network pools and deliver seamless service experience for people. The association with the Policy for Special area is effective in all aspects such as the connection for 8 eastern areas, 12 Frontier Health Services, 4 Restricted areas, and 6 Coastal areas, which are accounted to total of 7 regions out of 12 regions (58%).

2. The results of the Adapted Potential Level of Health Service in 2019, according to the guideline of establishment and adaptation, and business plan assessments, showed that there are 30 out of 32 Health Services being approved (94%). To illustrate, 40 of 51 Health Services were allowed to expand the number of beds (78%). The remaining requests that didn’t pass the criteria are belong to the Center Hospitals (A), which have the restricted Policy for expansion.
