Abstract

This study is a cross-sectional analytical aimed to study the factors affecting the level of Effectiveness of Expenditure Budget Preparation of Ministry of Public Health to apply the significant results from the study as a guideline for development of the expenditure budget preparation. Data were collected from officer responsible for the expenditure budget preparation 135 units, 1 person per unit; and were analyzed by using descriptive (mean and standard deviation) and test statistics using One-way ANOVA, Pearson's product-moment correlation coefficient, Multiple regression Analysis. The study results revealed that perception of basic information on expenditure budget preparation of Ministry of Public Health at moderate level ( =2.99, SD=0.59), attitudes about expenditure budget preparation of Ministry of Public Health at high level ( =3.98, SD=0.34), Readiness for expenditure budget preparation of Ministry of Public Health at high level ( =3.69, SD=0.05) and effectiveness of expenditure budget preparation of Ministry of Public Health at high level ( =3.99, SD=0.44). The 3 factors; 1) perception of basis information of public health budget, 2)attitude towards budget preparation and 3) readiness: consisting of working supportive network, knowledge and reasonable problem solving ability, and work readiness at any time outside office hours were analyzed in relation to the effectiveness of expenditure budget preparation of Ministry of Public Health. There was significant association between the 3 factors and the effectiveness of expenditure budget preparation of Ministry of Public Health with statistically significance difference at (P-value<0.05) and can forecast the level of effectiveness of expenditure budget preparation of Ministry of Public Health at 47.60%.
