Health Supervision of Provincial Health Supervision: Nakhon Nayok Provincial Public Health Office Case Study-การนิเทศงาน สาธารณสุขระดับจังหวัด กรณีศึกษา สำนักงานสาธารณสุข จังหวัดนครนายก
Abstract
Supervision of provincial health is important in control process and evaluation system. The main objective of this descriptive study was to analyze related supervision problems for the development of provincial health supervisors in Nakhon Nayok Provincial Public Health Office. The 7-S framework of McKinsey was used to analyze the situation of supervision and problems associated with provincial health supervisors. Data was collected in a document review analysis and questionnaires. Population were 27 provincial health supervisors and 92 sub-provincial health supervisees from Nakhon Nayok Provincial Public Health Office. Of the 119 self-administered questionnaires, 119 (100.0%) were returned. The data was analyzed by percentages, means, and standard deviations.
Research results indicated that in most cases the provincial health supervision situation was being conducted in Nakhon Nayok Provincial Public Health Office as defined by policy. Interaction and 2 - way communication were being practiced.Causes for disappointment with the supervisory plan were: lack of vehicles and an overload of supervisory tasks. In most cases the supervisorีs style was characterized as benevolent authoritative. The three measured skills of the supervisors was most commonly rated at a medium level. Most of the supervisors had never been trained and did not share the same realistic values. The opinions of the supervisors and the supervisees were found to be different. The supervisors felt that the executive supervisors should have developed annual planning which clearly and openly defined supervision objectives. Supervisees felt that executive supervisors should have had more skills in communications and evaluation.This study suggests that executives should focus more on the development of supervisory human relations skills and techniques of presentation / interactions. Each supervisor should be versatile in supervising skills.
