Development of Surveillance System and 3-3-1 Measure Monitoring for Dengue Control Using Application on Google Drive, Yasothon Province, Thailand

Abstract

Dengue hemorrhagic fever has been the main public health problem in Yasothon province. It was estimated that in 1016 – 1017, there would have been more cases than the previous years. To address the problem, the 3-3-1 [Three-Three-One] measure was developed to be conducted in the prevention and control program. However, there were still outbreaks in many areas due to the delayed process. Administrators and officers were still lack of suitable reporting tools required for the rapid response. The objective of this study was to develop a surveillance and monitoring system that would assist the 3-3-1 implementation. It was conducted as an action research from 2015 – 2017 with the use of digital technologies that were easy and comfortable to access. The research instruments were Google form, Google sheet and App sheet on the Google drive. Data were analyzed by using frequency, percentage, means, standard deviation and Z-test. As for the results of the study, a surveillance and monitoring system for dengue fever was developed which could provide real-time data on case report and the control on Google drive and shared on website. In 2017, this IT system was able to improve the data quality of which the completion and correction of data was at 84.8%. The implementation of 3-3-1 measures had been significantly improved as observed by the outcomes of the “first 3” when there were 47.7% of the outbreaks were reported to the responsible staff within three hours (compared to 35.7% before the system development); the “second 3” when 72.2% of the case reports were with initial controlled within three hours after the reports (compared to 58.2%); and the “last 1” when mosquito fogging was performed within 1 day in 94.0% of the case reports (compared to 63.8%). The implementation of 3-3-1 measure was significantly increased and responsible officials were highly satisfied with the IT system because of its characteristics of quick and easy access to information at any time anywhere both for the surveillance and the disease control. Thus, the system should be promoted and applied for the surveillance and control of other diseases.
