Development of Guideline for Nursing Service Development According to Service Plan Policy: a Report of the Project Implementation

Abstract

The purpose of this article was to report the implementation of the Nursing System Development Guideline Project according to the Service Plan Policy; and to evaluate the project implementation based on the plan’s objectives, achievement, and application. The target group was the 903 nursing organi­zations of the center hospitals, general hospitals and community hospitals. The results showed that the implementation of each phases based on the project timeline achieved the objectives of the research study as follow: (1) published 3,500 guideline books and distributed the books to the hospitals under the Ministry of Public Health of Thailand nationwide and on the website of the Nursing Division, and (2) established nursing indicators for the 15 different branches of the Service Plan Policy. Altogether 12 sen­sitive indicators were used; 51 and 121 indicators were at the regional and hospital levels, respectively; all indicators were included in the guideline book. The research study interviewed the head nurses on the application of the guideline book in their work; and 73.64% of them responded that they had applied the overall book as well as every chapter of the book at a high level. They found that the project was useful for the role development of the administrative and the service nurses, and for the development of the 15 branches of the nursing under the Service Plan Policy. It can be concluded that the project had resulted in the improvement of the nursing service system in accordance with the country’s Service Plan in terms of input, process, and the nursing outcomes of the 15 different branches of the Service Plan Policy.
