The 9 th National Health Assembly: Challenge Based Learning

This study aimed to evaluate the process and outcomes of the 9 th National Health Assembly (year 2016) using the desirable procedure of the national health assembly as the conceptual framework. It was conducted as using the mixed method for process evaluation which included review literature, activities observation, in-depth interview, and participants’ satisfaction assessment. Content analysis and descriptive statistics were employed. The results showed that the process and the approach of 9 th National Health Assembly were similar to the previous meetings. The satisfaction of the participants was at high level (with the average score of 3.33±0.50). The obvious successes were the equity of multi-sectoral mechanism, the capacity building of local leaders, and the expanding role of the health assembly for driving the policy recommendations into practice. However, multi-sectoral participation was still a challenge (average score = 2.94±0.60), as well as the social communication channel (average score = 2.95±0.58). Thus, it was recommended to open a space for joint learning among participating parties through the process of policy development and implementation. Priority should be set and time allocation be provided to ensure non-overlapping of the activities. Moreover, channels of communication regarding the national health assembly should be expanded into the wider society.
