Society change due to globalization does have much effect internal and external environment of organizations. Public and private organizations need to develop their own efficiency to overcome competition and survive. In case of public organizations that human resources and budget are limited, they need to adapt to the current of globalization.
Provincial Health Office of Phisanuloke has applied the new public management concepts effectively by bringing about many lateral thinking project yet strictly directed under the official rule. Marketization was strengthened in order to financially support organizational development, restructure and set direction, continuous human resource development, self evaluation according to PMQA standard and develop IT communication and data collection system. Finally, public relation for positive image was designed.
By the way, the Provincial Health Office of Phitsanuloke brought about a important innovative project that raised enough budget for self organization development call ‘Kamalasom’ a Thai tradition massage clinic, general practice clinic and dental clinic in the Provincial Health Office, which supported the policy that the service department should have been include in the administrative organization. Also the restructure of the administration structure using matrix organization was carried out by setting up vertically and horizontally control teams and assigned jobs staffs to required along the time of Project Manager (PM), resulting in improving the quality of the output, while minimizing work overload and shortage of human supply. Finally they developed centralized provincial office data warehouse that supported planning processes and administrator decision making. Provincial Health Office of Phitsanuloke become a strong organization and ready for any competitive era.
