DEVELOPMENT OF COMMUNITY AND NETWORK CRISIS MANAGEMENT SYSTEM IN THE CASE OF CORONAVIRUS DISEASE 2019, NAN PROVINCE.

Development of community and network crisis management system in the case of coronavirus disease 2019 in Nan Province. The objectives were to study the community and network crisis management system. To evaluate the management system and prepared a proposal for a management system in crisis from the case of coronavirus disease 2019. The study used mixed method study. Participants in the study were public health officers, District officers, police, Local administrative organizations, village leaders, community volunteers, and villagers as totaling 60 people in two areas (totaling 120 people) and 2,030 sample. Collect data by brainstorming, after action review, group discussion and survey. Qualitative data used content analysis and quantitative data used descriptive. Operate during March 2020 – June 2022.
The results of the study revealed that the community crisis management system and network can be summarized in four phases as follows : 1) Prevention phase was to determine new lifestyle measures in the community, set up a checkpoint to screen people entering and leaving the community, surveillance and follow up on risk groups. 2) Preparation phase was to determine the place of home quarantine or community quarantine, providing protective equipment, incident response plan. 3) Response phase was the management by the village committee to screening for risk groups, clean risk area, village lock downs, help center, community quarantine, information and others facility. 4) Rehabilitation phase was to heal the mind and provide assistance to those affected. Accepting cured patients to the community, monitor and follow the new normal lifestyle, summarize the lesson learn and prepare for future incidents.
Therefore, crisis management should focus on building mutual understanding. To action plan, action operation, monitor and evaluation of the community and network from the district, sub-district and village levels. To strengthening each other in the community as local, private and government sectors.
