Development of Trang Provincial Health Office to Meet Public Sector Standard Management System and Outcome (P.S.O.) - การพัฒนาสำนักงานสาธารณสุขจังหวัดตรัง ตามระบบมาตรฐานด้านการจัดการ และสัมฤทธิ์ผลของงานภาครัฐ (P.S.O.)

The objective of this study was to develop Trang Provincial Health as specified by Public Sector Standard Management System and Outcome (P.S.O.) P.S.O.1101; information system, P.S.O.1107; people and private sector services system. This was a case of research and development that organized and collected data from February 2000 to September 2004.
The research showed that performance and development process consisted of 4 main steps; preparation, standard system performance, development, auditation and accreditation. The development of information system consisted of 3 types of important data and 9 types of database; 6 types of supporting for the main mission, 2 types of supporting data and 1 type of data for facilities management. The standard criteria and indicator comprised (consist of) 9 criteria and 13 indicators. Prior to developing the information system, the mean score level was 1.33 (must be improved), but after developing the information system the mean increased to 2.78 (quite perfect). In general, the performance became more systematic with higher standard as specified by PSO criteria.
The development of people and private sector services system consisted of 3 types of service academic supporting, issuing permission, and medical care of specific target groups. There were standard criteria and 63 system indices in total. Prior to developing the information system, the mean of score level increased to 2.60 (quite perfect). In conclusion, PSO is quite a tool to improve service quality delivered by a public sector by introducing more efficient management while strictly measuring performance outcomes.
