Abstract

         This research aimed to study the developmental model of the core competencies of personnel by the participation of supervisors. Quasi experimental study one group before and after the experiment and a qualitative study with focus groups. Determined by the performance of core competencies of the civil office of CSC include five areas: (1) achievement motivation, (2) service mind, (3) expertise, (4) integrity, and (5) teamwork. The samples were 26 people who worked in sub-district health promoting hospitals in Muang district, Singburi province. Evaluation model effective was compared knowledge and self-assessment core competencies before and after program with questionnaire. Conducted during the month of July 2557 to August 2558 data were analyzed using descriptive statistics (mean, standard deviation, percent), Chi-Square Test and Content Analysis. The study found that after the program with knowledge and performance of the core competencies were increased and associated with the program (p<0.01). The results of a qualitative study found that performance of core competencies of the civil office of CSC were abstract and lack of specific. It was concluded that the model was developed effective the core competencies
of personnel. But there should be more detailed evaluation criteria.
