Abstract

                       The purpose of this study was to evaluate Performance-related Pay Project of Sung Noen Hospital, Changwat Nakhon Ratchasima, 2007.  This project was approved and actually implemented for 1 year, from June 2006 to May 2007.  The ROI (Return on Investment) Process Model was applied to evaluate this project, composed of five evaluation levels; first-reaction and satisfaction, second-learning, third-application and implementation, fourth-business impact, and fifth-return on investment.  The first evaluation level was assessed from the reward dimension of organizational climate survey, it was at a moderate level (mean 2.54, SD 0.32).  The second evaluation level was based on the developed criteria manual for performance-related pay of Sung Noen Hospitalีs personnel, job analysis and job design improvement in almost all sections.  The third evaluation level reported that personnelีs performance work points increased, surplus performance work point payment criteria were transformed to monetary values that encouraged personnel to get more rewards.  Personnelีs performance work points that did not meet work point payment criteria decreased 7.48 percent from the beginning.  Qualitative performance-related pay led to settings up criteria which enhanced quality teamwork and was relevant to organizational strategy.  The fourth evaluation level was reportedly relevant to real performance 56.90 percent (mean 5.60 points from 10 points).  The fifth evaluation level was assessed by dividing net project benefits by project costs per year and equal to 53.71 percent.  Intangible benefits were assessed by personnelีs project satisfaction and consumersี satisfaction.  It was found that hospital personnel had positive feelings about this project that created value for hospital and decided to continue more than to abort the project (mean 2.55, SD 0.99).  Consumer satisfaction was sampling survey from OPD and IPD services, and reported to be 86.7 and 92.6 percent respectively.
