Development Administration of Public Health Database System in Phangnga Province - การพัฒนารูปแบบการดำเนินงาน ระบบฐานข้อมูลสาธารณสุขจังหวัดพังงา

The objectives of this study was to develop an administration model of public health database management system and to study factors that affect the development of public health database system in Phangnga province. It was conducted from March 2012 to March 2015 using the mix methodology design including quantitative and qualitative analyses. Research participants for quantitative study were 524 public health personal in province public health office, district health office, general hospital, community hospitals, sub-district health promoting hospitals and community health centers. For qualitative study, participants were members of the working group on health information system development of the province. Data were collected by using a set of questionnaire for general information and the opinions about health information system, and afer-action review process for qualitative data on the database development. It was found that majority of respondents (288 people, 55.0%) had average level of opinion on public health database system development, 265 people (50.6%) on hardware, 350 people (66.8%) on software, and 253 people (48.3%) on leadership; and high level of opinion on management system (235 people or 44.8%) and the success of health system information (212 people or 40.5%). The path analysis for casual relationship of factors affecting the public health database system development revealed that the result or outcome of public health database system management was directly influenced by leadership factor (with a coefficient of 0.476); people-ware factor = 0.233; and software factor = 0.206 which could predict up to 59.2% of the result. People-ware and software factors were found to also influence management factor, with a coefficient of 0.144 and 0.204 respectively. Moreover, the result of public health management was also indirectly influenced by hardware factor and the management through the organization leadership with a coefficient of 0.101 and 0.282 respectively. Multiple regression coefficients were found to be statistical significant at the level of 0.01 which indicaated the correlation between the development concept and the evidents accumulated from the participants. Therefore, the authors recommended that this model should be utilyzed to monitor and evaluate all levels of indicators set by Ministry of Public Health.
