This cross-sectional survey was aimed at evaluation of satisfaction of the people in the system reformed to implement of the Universal Health Care Coverage in Changwat Phetchaburi and examining factors affecting accordingly the performance effectiveness of health manpower.  The samples, collected from April to May 2005, covered 400 outpatients in community health centers (primary care unit) in the province.  Structured questionnaires were used for data collection.  This study employed descriptive statistics and chi-square test.

Clients satisfaction with the system reformed came to over 80 percent whereas he peak of 90.61 percent on registration system was observed.  Factors effected the satisfaction of service of the universal health care coverage in the province were sex, age, education, income, and gold card status.  Only occupation showed no influence on the satisfaction with the UC service.

As such, the development of health care services should take into account the factors reported to be critical to performance satisfaction.  While sex, age, income and gold card status become relevant to registration and distribution card system, age and education are to quality and public relation of health care services.  Sex, age and gold card status are to be considered in equity when accessibility is influenced by education and gold card status.
