Evaluation of Village Health Volunteers Potential in Community Plan Development - การประเมินผลการพัฒนาศักยภาพอาสาสมัครสาธารณสุขประจำหมู่บ้านในกระบวนการ จัดทำแผนชุมชน

The purpose of this evaluation was to assess the potential of the village health volunteersี in community health plan development to be leaders in community plan developments in their villages especially in health sectors as well as having ability to monitor and evaluate the implemented plans. The total numbers of the village health volunteers (VHVs) included in this study were 6,133 persons from 106 sub-districts in Nakhon Pathom provinces. This descriptive study and on group pre-post was designed to evaluate: 1) community health plan development training for 6,133 village health volunteers from 106 sub-districts in Nakhon Pathom province. 2) 930 village health volunteers, one from each village, interviewing with need assessment forms 3) pre and post testing in all trainees 4) post training evaluation form for assessing the community health plans from 143 samples as local health offices, community and regional hospitals in the province.
Data were analyzed by descriptive statistics as frequency, arithmetic mean, standard deviation. The pre and post test scores were analyzed by paired t-test.
The training programs were conducted by dividing the trainees into two batches, each lasting two days and one night and consisted of lecturing, practicing and recreation. The knowledge and understanding scores were measured before and after training. The mean scores of pre test and post test were significantly different (p = 0.000).
After training, they could well develop the community health plans in every sub districts, every community and received 92.89 percent of the total budget from local administration orga-nizations. In addition, their planning attracted more direct financial support from a provincial development program for the Well and Happy Living Strategic Plan 367 projects. The majority of the plans were mosquito control for dengue hemorrhagic fever prevention, health promoting program for elderly, exercise promoting, rabies vaccination and hypertension and diabetes mellitus screening.
It is recommended that in order to have better cooperation in the villages; the local administrators in each villages ought to share the purpose and the activities during training and to development village health volunteers as local trainers.
