Abstract

The objectives of this study were to evaluation of district life quality development model connected with development of the life quality management sub-district, evaluate the development results and success factors. The study used a participatory action research. The research participants group consisted of participants in district and sub-district development amount 153 persons. The study was in October 2019 - September 2021. There were 4 steps : 1) review the situation and developing model 2) implementation 3) monitoring and evaluation 4) reflection. Qualitative data used content analysis and quantitative data used amount and percentage.

The results of the study found that the model for quality of life development at the district level had a district committee as the main driving committee, define development issues, development plans, integration of resources, supervise, follow up and evaluate, use the data as a baseline. Villages and subdistricts were the operational areas for development. The most active issues were : waste management (60 %), followed by reduction of alcohol consumption and smoking (46.6 %), food safety (46.6 %), and the elderly (40.0 %). All district had add the issue of coronavirus disease 2019 as the main issue implemented. The results of the assessment based on the UCCARE composition found that the average score was 3.0-4.8. The most score district were Pua district (4.8), Thung Chang district (4.8), and Mueang Nan district (3.8). The assessment of quality of life management in sub-districts found that pass the criteria 88 sub-districts (88.9 %). The key success factors were information utilization, diverse leadership teams, good relations, participatory issue setting, driving the issues of the area into concrete results, focusing on the sub-district or village level operations, empowering, monitoring and evaluating results.

Therefore, the focus should be on building participation at the sub-district or village level in order to continuously develop the quality of life until the sustainability is achieved.
