Pay for Performance Program Development by Using Computer and Smart Phone - การพัฒนาโปรแกรมการบันทึกผลการปฏิบัติงานเพือพิจารณาจ่ายค่าตอบแทนผ่านเครื่องคอมพิวเตอร์ และ Smart Phone

Abstract

             The objective of this study was to develop Pay for Performance Program by using computer and smart phone. This program evaluated and examined the data into a compensation for each group of public health officers. This study (1) analyzed the data by using activity-based approach, (2) analyzed the examination model, (3) designed and developed program by using web service, (4) tried out with users, and (5) revised and adjusted the program from April to August 2013. The population of this study were
divided into 2 groups consisting of 1,297 officers from August 2013 to March 2014 (period 1) and 1,369 officers from April to September 2014 (period 2). Data collected were the performance of public health officers through computer at hospital, home or smart phone. It was found that the public health officers could immediately submit their performance data to P4P's committee by using this program, 92.0% for period 1 and 98.5% for period 2. The committee evaluated the information into the compensation,
and consequently Mahasarakham hospital could pay 3.1-3.3 million baht per month. (38,489,795 baht from April 2013 to March 2014, and 20,221,617 baht from April to September 2014). The total amounts to 58,711,412 baht. In conclusion, the Pay for Performance program could be applied to computer, laptop, and smart phone that is convenient to evaluate and calculate the data into compensation. This program can be a successful development tool to enhance officers' motivation in the workplace.
